That looks like your problem - only 3% down (can you get that conventionally if its a pure rental property - i'm not 100% but I don't think so) - with that leverage (97% LTV), pretty much nothing is going to pencil.

I'm just thinking it's better for the bank because I might have to move out due to financial reasons, and then the property will be sitting here vacant, leaking and with a developing mold problem that will go from just one wall to the entire house if not taken care of.

Are you more inclined to speculate that rates will fall lower (they should, I think they are likely to, but they may not) and you can refi, or would you rather pay a fee/premium to lock in where you're at now and hedge your risk of not being able to refi into a lower rate?
