It usually is local down to the subdivision and sometimes street to street within subdivisions.I think you also need to revisit the 50% rule. 

@Chad Althaus I'm familiar with Pemberton, we're doing a remodel on that street.

This includes all the houses on this street and, since the street is only 4 houses, I included the 2 streets perpendicular to it.

They can rule that grass in front of property between sidewalk and street is to be maintained by city, not property owner.
