I've generally found stillwater to offer the lowest rates in this area for my rentals. call back the sales department and ask for a quote from stillwater through the geico reps. the company you are currently insured with might just be pricing based on high vandalism/ theft rates in the area or something they perceive to be high risk for the area.

I went to the police department and they said this appears to be more civil than criminal in nature.  

Selling to the larger companies is going to be close to impossible as they have departments dedicated to sourcing, negotiating and acquiring deals.

Honestly, the dispositions side isn't my department, but we have a pretty good buyer network and the good ones go quickly from what I understand.  

The water departments are usually willing to let you know if they are separate or not but don't discuss more than that.
