I have previously called the city on tenants that have left inoperable vehicles on the property and they will usually tag it giving them 7-14 days to remove it or the city will have it towed.

Reminds me of my gentleman Jaguar salesman friend who, after a down payment on a vehicle, he apologized to the 'client' that the payments rounded to $980/month.

I actually just received a HELOC loan and paid off all high interest debt and a vehicle.  

I am holding cash in short-term debt vehicles until the market unwinds and Cap rates decompress.

@Trey ReadPartnerships could be a great vehicle to escalate your progress, but they also could be an obstacle if you partner with the wrong person.
