@Khaled El Dorry I joined the Rat Race to Financial Independence Mastermind Calls hosted by Felipe Mejia and Diego Corzo and its good group of investors on that call and they bring a new guest every week where they go over deals, different strategies to invest and any question you have in general.

From my research, it looks like Waldo, Parkville, South Kansas City, Raytown, Grandville, and Independence are good areas. 

Refinances have a higher fallout rate than purchase transactions for a variety of reasons ("I think my house is worth 5 billion dollars, surely your independent neutral 3rd party refinance appraiser will confirm, or he's an idiot!"

We do a ton of business in independence. 

Does anyone know any independent tradespeople with those licenses who would want to take on a small side job of reviewing the work and signing off for inspection?
