Now she wants to sell it before she gets out of bankruptcy so she doesn't lose it to foreclosure(I'm assuming once she gets out of bankruptcy it will automatically start the foreclosure process).

Any overpayment on taxes for that year are then refunded.WRT to growth, I don't have statistics on it handy, but I believe the rents in Cleveland have remained stable for some period of time.
