These are generally heavily regulated; 200 of these units wouldn't necessarily be a difficult number to reach, just appreciate that you are now landlord to dozens of likely transient tenants, and the municipality may not let you do anything with the buildings other than what they're currently permitted for.If you mean HMO in some other way, then I have no idea what you're talking about.

Depending on local zoning and code regulations, you might be able to keep that 3rd unit if you legalize it, or you might have no possible way to have any living space on the third floor, or many in-between options (including the suggested conversion of 3rd floor space to part of 2nd floor unit).
