But if I formed a club consisting of residents who wished to buy fresh vegetables at low prices (it's a private community), and if I then made it an unincorporated non-profit (which is not commercial), I could skirt that section of the regulations.

Need to specify exactly what the deal is.Any professional organization (company, business entity) that requires a professional license, from what I have ever seen, requires all to hold that license, an engineering company must have all engineers, a beauty shop must have owners as beauticians, a law firm made up of lawyers.

I even had restaurants, retail and a gymnastics, cheerleading and trampoline school but that was more of a non-profit community service type project.Basically what you are describing is how equity capital works.
