Everyone and their brother with a pet can get a doctor to write them a letter saying they need an emotional support animal.It is of little value unless you are looking for an excuse to justify breaking your no pet rule.Easier to simply pass and let them find a landlord that allows pets.

When a tenant has an unusual request or offers up excuses rather than pay rent, we say something along the lines of "If it were up to me, I would help you but we work for the owner and we have a contract we must uphold.

I think if a property managers excuse for why they keep it is because its extra work is crap!
