And when a writ of execution is issued for a tax lien, there is a "first sale" st the sheriff sale similar to the "Upset Sale" where all liens of record remain in place, and should a property thus exposed to sheriff sale repeatedly end up not selling, the taxing authority can petition a judge to allow for a "free and clear" sale (similar to the "Judicial Sale").Maybe that clarified things, maybe that muddled things further ... let us know ;)

As for creating excess electricity that does not usually happen with most systems because for  a lot of reason most systems do not create 100% of needed electricity in the first place.
