This place is extremely competitive and like you experience on your recent offer those properties are getting snatched up fast, and probably by people with deeper pockets than you and I. 

Also, if I pass on the house because of the level of rehab needed, should I try and get a wholesaler involved?

At this level, $1M plus, I suggest you see a CPA!

It is not easy to fix everything but you can rapidly build up your credit score to a decent level.

@Curt Davis of course you are right but the anxiety level and cost factors are what keeps me at home.

Heres a deeper truth about me though.

Parking lots and sidewalks need to be in good repair, with snow and ice removed, and generally level and free of exposure to slip and fall.

I have a question I don't see here: what is the level/amount of your late fees?

If it's in an A neighborhood and you want this place to be a non-smoking property, you won't be able to get rid of the stench to a level that would be acceptable to many non-smoker tenants.

I then ask is, have any of the units been brought up to that level.
