Now we want to buy a small apartment building and need someone local to help us bridge that gap between finding the deal and closing the deal. 

In our small town the fire chief will do it.Approach yours & suggest it as a training exercise for their guys.

I'm always nervous about single-family just because the scale is so small that if anything happens (replace an AC unit - $3,000) you wipe out a whole year of cash flow.  

Would it be best to go to a small bank or credit union?

I find it a non-starter trying to find great people for small jobs.

All being performed at a reasonable rate for a small business owner/investor. 

If you have more modest amounts of money to work with making small loans may be a better option.

Left a couple small areas of 12" ceiling tiles (didn't paint or anything) and they don't smell.

These are such small items to remedy.

As well, I have a small new construction condo project and having a really hard time finding funds for it.I did few flips using my own credit and conventional mortgage to finance it but there's certain limitations to these approach as well as rehab cost is not lender's concern.
