So maybe pick properties that are near metro stops but also near main streets used to get into DC?

You can only view the property from the street.

If it breaks down the street, I get a handyman for $100 and a toilet for $100-150 at Home Depot.

It was literally across the street from an apartment of mine.I'd rather live in Montrose in a tent then in Conroe  :-)(just giving you a hard time. 

Across the street was a house with a poorly maintained lawn and broken windows.

The people I generally would do that with call and say "Mike go look at 123 Main street or can you meet me tonight around 6ish, I'll bring the checkbook".

Two recent comparables on the same street are houses that sold for $157,500 and $162,000 - with about 1150 sq ft and 1200 sq ft, respectively. 

Often you can look on Google streets looking for signs of trouble.
