Fresno is surprisingly a great market for AirBnB, I know of several people that are doing AirBnb in Fresno specifically and having a lot of success.

So if it's within a specific city, they should have a planning dept, usually in the same building/complex as city hall, or if area is with an are that is unincorporated county, then call/go to the planning dept for that county. 

You will have a larger pool of folks that say, we always like to stay at Caribe or a Phoenix property, so they will be specifically searching for those types of properties.
