Thanks Jonathon, its frustrating because I have done my research, looked at every lot in the area, reviewed all the zoning guidelines, researched rents and construction costs, but because I didn't have any paperwork with me the planner didn't want to hear me out or give any advice.What if I went there with plans for a 10 unit building, spending hundreds or thousands on an architect to draw it out, only to be told the neighbor with 3 units had tried the same thing but was continuously rejected.

Be clear about it in your rental agreement and make sure your rental agreement complies with federal, state, and local law.Yes, you can evict for violations of the rental agreement, but often you can get tenants to leave by negotiating a move-out plan without needing to take it to the courts.It can cost thousands of dollars to turnover a unit in which smokers smoked inside.

In the second half of 2016, I've seen rents plateauing in SF in the wake of several thousands of units, mostly in the luxury dwelling sector, come online with many more soon to follow, so I don't necessarily see rents increasing much in the near future, but that's not to say they won't climb again down the road.
