I believe this is a game of being patient --- long game of 5-10 years to see cashflow especially if you are financing. 

Meanwhile you can do exterior, trim trees, remove shrubs, roofing first, then lawn and landscape so it has time to grow in, driveway if you need a new one last. 

I have looked into different PML online and it seems that their requirements are very straight forward but they do require at least 1 new construction in the last 3 years.
