In between the apartment building and my home, is mixed home types: duplex, single family, across SFR with ADU.

I have noticed that you post a lot of "a friend told me" type facts and I did read an article about foreign investment into the US housing sector and Southern California was a popular destination because it was seen as a better investment.

A PUD zone would allow this type of flexibility and might get you reduced tap fees akin to a condo rather than SFR.  

Sippy Hey Sippy, I would be cautious of many over priced law firms, are the type of activities you are in need of can be easily done by an experienced accountant.

Ideally, they could request a rent increase and the tenant could qualify for 100% assistance going forward. 

For example, it MAY make sense for you to sell, then 1031 exchange the funds into a larger property type - or a similar property in a nicer area that has stronger appreciation forecasts.
