Another option is to "bracket" the house connection the same way you would if you were mounting a large window box or shelf unit - you create 2-3 4x4 brackets that can transfer some of the deck load to the walls of the house.

Long term tenants on the other hand can buy their own window units. 

I think it's East St. heading south of 28 has a huge concrete sliding wall to try to reroute the water coming down out of the mountains.Personally, I would probably not own in the immediate downtown area since that's really the worst of it.  

It's absolutely disgusting when people take advantage of a situation that is meant for the greater good...but I'd rather have 10 liars use a loophole to slide their pets in where they are not allowed than have 1 person...who legitimately needs an emotional support animal...to have hard a time finding a place to live with their animal.

It is VERY easy for them to unlock a window when roaming the house as many Realtors just leave them alone to get a feel for the home.

Make sure windows and doors lock properly.
