If you know it is allowed in the area you are looking, but have seen one person have a problem, I wouldn't make a big change to my thinking based on a single incident.I haven't heard of anyone having the same issue.

I agree it's worth emphasizing that some percent of rural buyers specifically avoid hoa's, or prefer to avoid.

I prefer them over tile also because grout has to be maintained and cleaned and the thickness of tile over backer makes for a thicker installation.
