Seems like CA, OR, WA, NV, AZ and atleast the cities i know to look for have booming REI and numbers arent making sense.

Which can make sense, you don’t want to show it to every person that asks only to get lowball offers, owner financing requests, etc.

It all depends on how much you want to spend, might not make sense for just one property.

Makes sense and I will have to show that said property to be purchased is equal or more than my exsisting property.  

If you have multiple rental properties it might make sense to get your depreciation done right by a qualified engineer.

Worst case scenario, the company that bought at 70% (or whatever percentage purchase price made sense), can back it into a rental.So, if you don't want to acquire yourself directly from the seller, which is going to be one of the best ways to get deals, you are going to have to find and become the good wholesalers best friend.

Does it make economic sense to buy a house with private sewerage with the expectation that it will command a high value if changed to the city sewerage? 

It's dependability of the contractor that makes sense.
