Anyone have any experience/wisdom with submetering water in a multifamily building in the Milwaukee area?

I would recommend splitting utility bills equally between you two as well, if everyone has buy in for the bill, they're less likely to leave the hot water running for no reason.

I’ve just been surprised I haven’t read more stories about landlords taking the law into their own hands like taking the front door off saying it’s being repaired or cutting the water line etc….

The septic failed it's inspection and will need to be fully replaced, I received a quote for $30K which is accurate to the system needed and high water table area.

Is it on the water (bay)? 

Yep, I'd install cameras and put up signs warning people they're under surveillance, as well as put in some motion activated flood lights.

Look out for water intrusion in the basements which can be an issue in much of the midwest.

These are all mass repetitive "Contained" environments.Now the next great investment will be Auto over the road trucks, Nano Cancer treatments, Nano crop pesticide reduction, Solar electric surface paint generation, Water pumping technology from the Mississippi River to California/Arizona (reverse Dam management(actually don't recommend this, will cause excess salination of the Gulf)), Certified Individualized Student learning platforms, etc. 

The FD came in, smashed everyones doors in, and sprayed 800 gallons of water up into her ceiling, which surprisingly only mildly affected mine.  

Then they took pictures of the underneath of carpets and found stains that were more like water spots, these were not wine or pet stains.
