Traditional Lenders will refi any loan, if you hit their requirements. 12 months / 75% LTV is what you can realistically "rely" on for your refi, with cash out being feasible at that time as well.

Not only will your payment be higher due to the higher loan balance, but you'd also end up paying more in interest on the entire amount.This could certainly be done successfully with a longer time horizon than 1 year, but I don't think a 1-year timeframe is feasible to do over and over again.
