Next would be to get a quote to rip up and replace the carpet and repair the holes in the walls.  

What are you going to do if they move everything out and then you find the massive water damage, wrecked floors, and damaged walls?

In my experience, appraisers are open to looking at what you present to them as long as you’re respectful and not wasting their time with comps that are obviously worse.Explain the neighborhood highlights.

On top of that he’s punching holes in the walls of the unit I just had renovated before he moved in.

You wasted their time (in their opinion) by not being able to perform on your end.c) This is a business... 

During the first year, I spent $250,000 of my money installing PEX and copper pipes in every unit, new drain pipes in the walls and under the building, new windows in never unit, remodeled 5 units, new sewer to the street, removed all the trees and plants and spent a fortune removing the lawns and installing concrete base and rocks and a lot more.So, I wasn't really enthused about owning this property because I thought I paid too much money and I did not care for the neighborhood.

Or more akin to being savvy enough to understand structural engineers in regards to loadbearing walls and the like?

The property is in need of heavy renovations (repair a brick wall that partially fell/collapsed, new roof, etc.).
