First off, 22 days sounds a bit much for regular touch-ups.

That is not an issue on Okaloosa Island, which means that STRs on the north (the Sound side, in the portions where they are allowed) can access the beach with no issue, yet the prices for those properties are much lower.

Sounds like it might be an option for you.

So flying out there more than once every couple of years isn't cost effective.

So it sounds like you're actually wanting to BUILD a new construction multifamily property? 

As a licensed mold inspector and remediator it sounds like you have no serious issues and tenants are complaining and seeing normal mold spores in a bathroom and using it as an excuse.
