You can always remind the tenant that not only did they sign a lease with you (in front of you) but they also signed off on the Request for Tenancy Approval that was submitted to the PHA when they first moved in that they read, understood and would abide by the lease and rules of the program.

They send a reminder email stating you have rent due, as a tenant.

I would start by sending notice to all 3 seperately reminding them they are jointly and severly liable if that is how your lease reads.
