However, I cannot find any training material or a process that is clearly outlined on how to hire and train a VA for this purpose.

The seller couldn't care less as long as they get their money (and in the case you've outlined they will).

That's not terribly likely they do that.As for the other question, you walk when you can't get the numbers you've outlined for yourself. 

If you have an experienced agent and if what you just outlined is accurate they will be able to get you out of the deal if that is what you want.From what I see you went from in your mind buying a performing property to buying a rehab project that is not performing.
