This is considered a personal home - even though it has rental income, so you only have to have 3.5% down frequently, not the 20% down it takes to buy a true investment property.

You cannot relocate or even disturb them.

If you had a no rise, then I don't think you even have to get FEMA to review it. 

You also should list how much $ you are putting into the deal even with ownership of the lots as depending on that equity a lender will require you to start with your own funds. 

As the population continues to grow and more high income earners move here to work at Toyota, Boom, etc. the average purchase price will continue to rise making it even more difficult for first time buyers to break into the market.
