Look at TILA, residential consumer loans require APR disclosures, when you have an APR requirement you won't see a PPP, can't factor that in and if you did take the worst case, payoff at one year with the maximum penalty your APR could be so high the loan would be predatory or high risk.

If this tenant is on his plan (as has been mentioned before on this thread) Rent/Groceries/electric/water are the first things paid before you go on his "plan" of paying off consumer debt.
