The way I interpret the laws in my state, animals do not have housing rights, only humans.

GSD are great animals when trained well.

Pets can destroy your property and if you smelled the animals just walking in, imagine what it will take to get that smell out of the house after a year and before you can lease it again (to someone without pets) or sell it.   

There was a movie called "Animal House" - crazy frathouse  behavior - that is one explanation.

Have an animal policy with criteria in place (I say animal because pets in California are evolving into assistive, therapy and service animals at a breakneck pace.

Service animals are different than emotional support animals.
