If central jersey exists (separate debate!)

Local  banks are willing to lend on houses that need rehabbing more freely than the national banks, and local banks are in your community, meaning the major dollar transactions you place with them don't pump back into the hub cities and instead help to grow and strengthen your own community.

I’ve lived in central Texas most of my life and the occurrence of these events are very low.

If rents go low enough Section-8 will abound.Take a drive up above Central Park a way and you can see some areas that were once the Path of Progress and now have fallen into disrepair and it's brethren "Crime" and "Drugs".Do I think NYC will see this disaster--NO.

If people tend to move out of the central, will this affect the rental market largely? 

Of the three-legged stool, which I alluded to in my last comment to your thread, whci you best sum up, as "Newbie looking for Hands-On Work", my experience has so far shown me, in Landlording, that the finances part of these 3, is not so central & critical, as are the other 2 legs of this stool, as in dealing with people, & dealing with the physical aspects of a Rental, as keeping it up to snuff, the way any new Renter would want to find it.

Both in South GA and Northeast/Central PA.

3 friends and I are flipping a house in south central PA and we are exploring ways to finance the rehab.

I’m looking up the homes on Realtor.com at the moment, near central Evansville, priced below $50k and estimated to require about as much in renovations.
