I highly recommend you read “the wealthy gardener”, The best Takeaway was the author  comparing investing to planting a seed for an Oak tree and watching it grow over time, this book Really puts things into great perspective

Areas in Houston like Oak Forest/Garden Oaks, Lazybrook, and Houston Heights are areas that my networks looks. 

As development increases, the boarder between Cobbs Creek and Cedar Park or Garden Court has begun to blur the same way that the border between Fishtown and East Kensington has shown trickle-in development.

It's worth investigating to see if the juice is worth the squeeze.I assume that this is a legal 2-flat with a non-conforming garden and attic unit because there are only 2 gas meters.

I prefer to terminate their lease and start fresh with a tenant that I know can afford it.

Also with a wave of buyers potentially competing for desirable properties, it could be a listing opportunity in what is trending towards a fresh seller's mini market. 

If that's not the case, then let them out of the lease (no early termination fee), fix the house & start fresh.
