the way I envision that …during the attorney review I could draw the layout of the house and input what needs to be changed …the soft should tell me how much insurance would pay for that ..that I think might have something to do with how much I would pay for the material (?)

For anyone that is driving for dollars, or running, walking, cycling, etc - Do you ever just drop marketing material at the property (Door hangers, brochures, postcards in the door) while you're there, rather than come home and send a letter?

I hear from those attending that this has driven average returns on tax liens to 6-9%, but that's for financial institutions with scale that can hire cheap labor to visit every site (which is a must to ensure the property is in good shape), go to the local assessor's office and look up all the liens, hold onto the lien for several years, administer the ongoing payments and any foreclosure proceedings, and run pretty sophisticated spreadsheets that estimate whether you're going to get 6% or 8% return, based on economic forecasts, etc.

With the intent of your plan there is ZERO attractiveness to either of these two deals from any unknown investor and frankly even family members likely will not like this either.You need better reading material from folks who actually do put deals together, I feel like you have read too much from folks with pipe-dreams.
