I have done others that is was no issue.. but again we are well cashed up so we can weather any storm in this regard frankly.good luck and let us know who it works out.

Ive developed similar type units in the north east and just the building weather tight with all the upgrade options on the buildings (over hangs, better insulation etc) is still around $50-55 sqft through a very reputable steel building company (they spec and buy the building from the factory and build it). 

-If you were facing this type of resistance from the village/county what avenues would you consider?

As another example, some rural Americans similarly lament some social changes in our country and also want to keep living their lives as they have and similarly resist adjusting.

If you are spending the money, do not cut corners and end up with inadequate heating efficiency in your worst cold weather.

They are also often located in areas that experience weather extremes that cause high maintenance costs and utility bills. 

We've hit some road bumps along the way with major weather issues and a new $9,000 water filtration system.

Also it is water resistant (tenants may not care to clean up a water spill immediately if it is on hard wood, or leaks in general would ruin hard wood).
