I believe this paticular town has the potential for appreciation in future years, which is what has attracted me to buy and hold property in this market. 

Also while them having a criminal record and even jail time may be attractive on the surface it just costs tax payers more money.

Cape Coral seems to be prime real estate for some weird reason (i say that because they've built no new attractions)....

You can always make it work in your area, but these places don't do anything to attract people to investments with the hard core rules and restrictions.

Check for a leak of some sort that may be attracting them or for food left out.
