We hired a tile company to retire our bathroom showers and floors.

Basement has been mostly gutted as water damage, would need drain tile.

Six months later I ended up with 3 of the 5 properties rented and most of the agreed upon work never completed, ie. carpet never installed, roof not finished and hardwood flooring not completed.

Was it sold upfront with an installment sale as part of the deal or are the payments earnest money deposits/progress payments as you progress through the construction project? 

However, the windows I price out just about anywhere are near 400.00 a window (installed).  

Do they need to install a meter, or maybe replace a gas line?
