Will a property cash flow day 1, maybe not unless it has a huge down payment but if your goal is to hold it for 15+ years you should not lose out, especially if its in a good area (which goes back to location location location). 

The list above is a good start but you are missing a few: Cicero, Hillside, Bellwood, Elmwood Park, Evergreen Park, Franklin Park, Harvey, Harwood Heights, and Westchester.  

Home prices are high which is a good sign. 

You can look up the state's DOL contact info (yes there's a number) but good luck getting someone on a call.

Cash flow isn't what it used to be in Oklahoma City but there are still good deals here and there.
