You only real option is to go and have a face to face with your local zoning officials and see what they want you to do to get a zoning change.

I have found a few resources online that support the 100 mile exception, but nothing solid/official.

@Brian Koons I've thought about this strategy also, which would be my first deal since I have yet to officially become an REI.

Now if this is a bigger city, you might only get a meeting with Zoning official and that’s ok.
