Northeast NJ: Convert SFH to MFH

Hi there BP, long time lurker first time poster. I'm wondering if anyone has experience in northeast NJ (Bergen, Essex, Morris, Passaic County) with buying a SFH and converting it to a two or three family. I understand all that is required physically but not clear about how towns tend to treat rezoning applications. Has anyone gone through the process with their town and can speak to the experience?
