How much on average would it be to convert a 400sqft garage to a livable room with a small kitchen and full bathroom?

Back yo the kitchen I went having sold zero properties. 

A garbage disposal is almost a necessity anymore in the kitchen.

.- recent kitchen remodel for a GC I have a relationship with, total contract $4100, mobilization = $500, completion of rough work = $1200, completion of final work = $1200, completion of final inspection = $1200.

With $75 in the lower range and $150 in the higher range so I typically plan on approximately $115 per square foot.This is a typical cost of a kitchen, bathroom, living room, etc.

Besides large ant farm community housing, I’m literally the only game in town.My units are brand new stainless steel kitchens, butcher block countertops, LED lighting, etc on and on it goes.That being said, comparable cap rates for multi family (not updated) are selling for around 10.5%, and I purchased the property at a 10% cap rate.The commercial lender at wesbanco wanted to use a cap rate structure in determining value of the property.

I'm working on my first BRRRR property, and I'm stumped with what to do with the kitchen. 

So my city seems to require permits for anything and everything...kitchen remodels, bathrooms remodels....if you make any changes period pretty much they want you to get a permit, but what kind of problems could I face in flipping or Brrrr-ing a property if I don’t get a permit for let’s say the kitchen remodel or the bathroom remodel.

1. wash all base, case and inside/out of old cabinets [kitchen and bath] with TSP.  2. clean the carpet with a deodorizer - you may have to replace the carpet3. clean out the vents, follow the instructions above to air out the basement/crawl space and open those vents, 4.

I want to tackle replacing the water lines to the kitchen sink myself and have a couple of questions, how do I connect the new CPVC lines to the old galvanized lines at the point where I will be cutting out the old galvanized line?
