Sounds like your PM is charging you premiums on every component of the flip. 

It can also short out electrical components, pop the glass on the front, and trip your breakers.

I’m particularly worried about hazardous waste disposal and ensuring tenants don’t create an environmental problem for me.

If there is a value add component to the property then maybe a low cap makes sense.
