My credit union permits bill payment to/from any other account if you know the routing and account numbers (same information that is on a paper check). 

Sounds like just the land / zoning / permit rights to build. 

My lease says the house does not permit smoking in the house. 

Then if your local laws permit, garnish the ex-tenant's wages for a weekly payment to you until the judgment is paid.

I'd have to agree, want it, and it would have to be permitted by the city (Actual Permit)

Also Cincy is now requiring every STR to get a permit, so the days of going under the city’s radar are numbered. 

If someone isn't pulling permits to flip a house they're probably cutting corners.

In Minnesota you would pull permits with the city saying you are making improvements. 

You may need to check with the city about permitting as well.
