In the end, ideally, I would be quitting my day job to run this company.  

PM sounds like a jerk.. and your stuck defending someone you hired to do the best job possible for you.. they dropped the ball and you need to further monitor what they are up do and doing by physically taking action and checking what's up.

They assign licensing consultants who may know of child cares for sale.If you don't have any child care experience, I'd urge you to get a job in one.

It needs some work but it's not a gut job by far.

I have a friend who is on an unpaid leave of absence from their day job.  

In this case, I would incur that overage as a turnover cost.Obviously if there are large damages or larger jobs, I would deduct from the deposit.  

Are renters really moving to Nashua to commute down to jobs on route 95 or Boston?

I have yet to have a decent handyman that lasts more than a job or two.
