You can hire an independent mold inspector to inspect the property and do the necessary testing.

In my experience as a property manager, I can tell you that any time we need to act on an owner's behalf with an outside agency (utilities, city inspection offices, housing authorities, attorneys), we need to show proof that we have been authorized to act on behalf of the owner that is named on the tax record.

Even in that situation you will most likely have to front some of the expenses to get the deal closed (earnest money, deposits, inspections, etc) but can reimburse yourself with OPM equity at close.

Waive as many contingencies as you can/are comfortable with ie: home inspections, appraisal (at least up to a certain amount).

You should also have inspected any units as part of your process.Whenever you buy a rental property the leases and tenants are part of the asset.
