So the title company is saying they need to combine the properties and put them under one address (one parcel #) and one name on the title before they can sell it to me. 

She did sign a notice of vacating the aparment and on the day she moved out she signed a form for her forwarding address saying she dropped off her keys on Aug 31st.

The Commission should take immediate intermediary steps to begin to address issues regarding the regulation of intetmediaries in small business capital formation transactions incrementally instead of waiting until development of a comprehensive solution.This would be a very big deal for the crowdfunding industry if it was adopted.  

By then, the court would have her address in the letter.

I've used the assessor website to get names and addresses.

Drive around and whenever you see vacant or distressed property just take down the address.
