I would start by asking your employer 401k administrator for a copy of the plan's "Basic Plan Document" as it will detail whether your the plan allows for it and if they will allow for the immediate conversion of just the after-tax funds to a Roth IRA even if you are still working for that employer that sponsors that 401k plan. 

Leadership at these administrative agencies have no incentive to make it efficient for property owners since there is no competing agency to go through.

After about 60-90 days, hopefully, the court will grant them the "letters of administration," with limited or preferably full authority.

What I used to do when I got started was build a list of investors, accredited investors, money mangers, IRA and Pension administrators, Attorneys and people who are in charge of others money.

Otherwise, if your budget allows, I'd certainly recommend outsourcing as much of your marketing as possible, so you can focus on the less administrative duties of your business.
