The HOA is claiming that since the damaged water pipe was for hot water and only served our unit, we would be financially responsible for the repairs.

Depending on the state's laws where the property is located, you'd be best served by speaking to a real estate attorney before going further.

What about having someone serve her? 

I'd also serve them with notice to pay or move, so should they fail to pay and you are able to evict (or when your state lifts bans) as soon as possible.  

That's something that has taken years of marketing and networking, plus just being very involved at HL, including serving on the board of directors.

Expect them to serve you.
