suggestion: buy it for $1 take out a loan for 40k pay off you sister have your mother hold a second for the remainder and become a first after the 40 is paid off.suggestion: take equity out on 1 of your other properties for the 40k and have your mother reassign the 300k loan to you!

Also appraisals or BPOs would be requested by a buyer when they are making an offer, so I would suggest not doing it ahead of time, unless Maryland law requires it (again something any Maryland Realtor should know).
