So added expense to install and you'd get separate bill.One way to skirt that issue is to give each tenant a concession on electric power for an estimate cost of what electric would be to run what's not actually in their apartment.. hall lights, basement lights, outdoor fixtures,,  So like $15.00 per unit a month toward electric service.. depends on cost of install of the separate meter which would be billed to you the owner.. that is tax deductible as expense. not so much if given as a rent concession.
