I guess I am one of those "restrictive" landlords who expects tenants to follow the lease, which says no painting or modification without landlord approval.Most people suck at painting, even some DIY landlords are bad painters.

How about podcast interviews with lenders, maybe someone associated with HGTV/DIY that work with the show talent - and how some of the stars got to where they are now?

Investing out of state puts you at an instant disadvantage as you're forced to use a manager for a 8-10% expense that local investors may or may not have to pay if you DIY.   

I am putting a welcome kit together and was putting in how I am working to keep them safe with lighting, locks, background checks, etc. and got to the point on felons and when I looked  it up the HUD portion kind of threw me off a bit.

While you can pay a property manager to do it for you, IMO it's better to DIY so you know what a property manager does when you hire someone to do that for you.

I live in a place where housing is very affordable compared to most other regions of the country, and I am a self-managing DIY-type handyman landlord in primarily single-family housing.In a place like this, it unquestionably makes more sense to start investing by buying a duplex or a large single-family and househacking.
