I'm thinking a 1.5x security deposit, plus $20 / mo /pet.When new tenant Bob moves out in a couple of years, are the floor scratches from Fido going to be damages, or just normal wear and tear that I can't with hold from the deposit?

hello @Bob E. so your saying you purchase a property and apply to have lien removed which they have 120 days to do, if they want the property then they have to pay you back your peurchase amount?

You should know that if you're using a regular mortgage to purchase this, the bank is going to scrutinize the source of any down payment money, mainly because they don't want a situation where you borrow the down payment from Uncle Bob, the property has problems, and when push comes to shove you pay back Uncle Bob before the bank.
